The European Union’s (EU) Digital Services Act (DSA) applies to all Pexels users in the EU. It sets rules for preventing illegal content, handling user complaints, and cooperating with EU authorities.
Single point of contact for EU authorities and users in the EU
Pexels has designated single points of contact for the purposes of the DSA.
- EU users may contact us at dsa-user@pexels.com
- EU authorities may submit content removal requests or information requests to: dsa-authorities@pexels.com. Orders submitted by authorities under Articles 9 or 10 of the DSA must meet the requirements of those provisions and must be submitted in English or German.
Reporting illegal content
Pexels users, trusted flaggers, and members of the public can report content that may be illegal in the EU by following the steps outlined in Section 2 (How to report content) above.
Appeals and dispute resolution for EU users
Users may appeal moderation decisions as described in Section 3 (Appealing actions taken on your content or account) above. If you have reported content as violating EU law and disagree with our assessment, you may also appeal our decision using the same process.
In addition, if you are in the EU, you may be able to challenge moderation decisions (including if you disagree with the outcome of an appeal) through out-of-court settlement or a competent court. Under the DSA, each EU Member State must certify out-of-court settlement bodies to handle eligible disputes. The European Commission publishes and updates a list of certified out-of-court dispute settlement bodies. You can view this information here. Each certified body has its own rules for filing an appeal. For information on how to submit a claim, visit the website of the relevant certified body.
Decisions by out-of-court dispute settlement bodies are not binding on you or on Pexels.
Information on users in the EU
In accordance with requirements under the DSA, the average number of EU monthly active users of each of the in-scope Pexels Service(s) between January – June 2026 was below 45 million. This information was prepared for DSA compliance and should not be used for other purposes.
